We have had some photos in other threads.
Victorian Railways had several cars on rails, as inspection vehicles, and available for hire by businessmen when rails were more passable than dirt tracks. AFAIK each was unique: different makes, models & years. This one has been identified as a 1925 Buick. There were Dodges in later years.

I'd suggest that could be a 1924-26 Buick :dry:

I have my shoulder to the wheel,
my nose to the grindstone,
I've put my best foot forward,
I've put my back into it,
I'm gritting my teeth,
Now I find I can't do any work in this position!

First thing I noticed was the spare wheels.
They must have been optioned/ordered by some clerk who has never driven anything faster than an office desk!
