Thanks for bringing this to the forum. It is of unusual construction using a 4 piece axle and strangely the reinforcing bars do not go from side to side. Fairly sure it is American.
I believe Federal used either chain or worm drive in the early days. After giving up on chain drive in 1915 Republic used the Torbensen axle, as did International and other makes.

I don't know how long solid tyres last, but it has Bergougnan tyres which are from Belgium for what its worth.

I would also suggest European, from the way the tubing on the torque A frame is joined. And also what appears to be alloy backing plates?

Interesting being hypoid drive as most early diffs were worm drive.

Re the tyres; having a closer look seems it has a similar history to my 1913 Thornycroft in that when it came time to get a new set of tyres the original size was unobtainable so a larger size was used (in this case over the old tyre band) and the space packed with pieces of wood. Tone, is the brand Bergougnan still visible on the tyres?
